Based on the 1947 "California Rule", aren't ALL lab employees pension vested in UC/LLNL and UC/LANL prior to the for-profit contract transitions, entitled to the lower medical benefit premiums of their fellow UC employees? "At issue is the “California Rule,” which dates to court rulings beginning in 1947. It says workers enter a contract with their employer on their first day of work, entitling them to retirement benefits that can never be diminished unless replaced with similar benefits."

At the transition, the UC/LLNL and UC/LANL pension funds were transferred to the new organizations. So if you continued with TCP1 at the transition, you will NOT have any pension cuts if UC is in default ! Last I checked the LLNS pension was in great shape ! However, if you froze under UC you could be in trouble. Governor Brown and the CA legislature have proven themselves fiscally irresponsible at every possible opportunity. Welcome to the Sanctuary State. Endless expensive lawsuits with the Justice Department ! Just think George Wallace. Do you think the State can win ? Are the illegals going to pay the State's legal bills ?

No crack pipe, just the run of the mill crack pot.
The point is that Brown is running down CA finances, so the UC system will be hard hit in the coming decades. Supporting 2 million illegals, dependents, children,...doesn't help. Hence the UC pension system cuts, while LLNS is divorced from UC. The mass exodus from CA will continue. Our children can't afford to live here, unless they are living in their parent's home(s). The CA tax base will become unsustainable. Wait for Apple, Google, etc... to move Louisiana, Texas,... ! In addition the burden of the rather generous CA public sector employee pensions will put CA deep underwater.
Won't matter if the UC system is hit hard in the coming decades... it is guaranteed by NNSA, as is the LLNS pension. They are both in the same boat, dependent upon NNSA.
