So if Bechtel was bold enough to use contract funds to lobby Congress and federal officials, why wouldn't Bechtel also "lobby" LANS and LLNS employees with undisclosed bonuses and raises as needed, for the same profit preserving motive?

You guys are a bit slow, this is exactly how the bonus system works and why they have the bonus. You are paid to work for Bechtel not for the United States.

No not "slow", just collectively fearful because Bechtel is allowed to run open loop.

Uh, Bechtel is not in charge of LANS or LLNS. Never was. The employees at LANL and LLNL do not get a paycheck from Bechtel, never did. Bechtel does not hand out bonuses to LANS or LLNS employees, doesn't happen. The bonus checks come from LANS or LLNS. Bechtel has very little influence over those bonuses. Remember that only 2 of the top 11 LANL managers came from Bechtel so the vast majority of bonus sign-offs were done by managers from UC.

Nobody claimed Bechtel physically "hands out" bonuses or salary increases directly to LANS and LLNS employees. Generally speaking, lab administrative managers are tasked with that responsibility. However, bonuses and salary increases don't just pop into existence, there is buy in from a chain of administrative managers.

Respectfully, the managers referenced are not UC managers, they are LLNS managers, that work for and answer to the for-profit LLNS Corporate Members. You may believe Bechtel is quietly and passively waiting to earn their portion of the annual LANS and LLNS award fees if you wish, but it doesn't fit their observed business practices.
They "WERE" UC in 2006. Since then they have been LANS. Priorities and loyalties change. Your entire argument involves assuming they don't.

It looks like both UC and Bechtel are gone and LANL will be run by Northrup, so all these points are irrelevant now.
The questions are now (1) Whole will Northrup bring in and what experience will they have. (2) Presumably all the current managers will be gone which may be one of the reasons Northrup won, however some may be part of the Northrup bid and who could they be? (3) Will science still be part of LANL (4) How will Northrup run the manufacturing part of the lab. (5) Did Northrup have any other industrial partners? (6) Will they downsize the lab.
Bechtel puts the money in the pockets that matter. Washington politics. Nothing else matters to them, including the country. They are the lowest form of scum.
Respectfully, the former Bechtel Managers are ALSO LANS or LLNS employees so the premise of the
OP has zero credibility. You shouldn't assume that a minor partner without a voting plurality on the Board (Bechtel) has much influence. UC has as many votes as all other partners put together.
I'm guessing that 8:29 PM doesn't have any real information because he can't even spell Northrop.
