“No Leadership Without Risk”
Take risks or speak out at LLNL, and you won’t be appointed into a “Leadership” position in the first place. This is the LLNS culture.
A major shortcoming of the modern NNSA lab contractor management system is that the contractors have figured out that the secret to maintaining a profitable contract is to accomplish as little as possible and to basically let the system coast into obscurity while handing out well paying paper pusher jobs to constituents. By not rocking any boats, and never making a difficult decision, they ensure that the management fee comes in year after year. Meanwhile, the capability shrivels, the roofs leak and the stairs and roads are crumbling. Unfortunately, the government either doesn't care or is incapable of fixing the problem.
