You seem to assume that these new employees will be professionals concerned about a "career." Nope. Most will be technicians, clerical staff, and secretaries. They will hire 2000 random people off the street however in order to get a new bidder for the next contract the fee will have to be 150-300 million. The new contract will have an increased number managers that wrote themselves into the the contract at outrageous salaries.
