Cliff notes version: follow the money!
Charlie is hardly an expert on technology. He is in charge of a lab which oversees weapons invented in the 1960's and left unchanged since testing ended 22 years ago. What tech CEO is in charge 1960's technology?

You really have no idea what you are talking about. Either you are not connected at all to the NW program in the US< or you are not technically educated.
In response to 7:15, what about my statement is wrong? Does the lab not maintain Cold War era weapons? For instance, the B61 was designed in the early 60's. Testing ended in 1992. The W88 was the last weapon developed and deployed in the the late 80's. There were 1000 tests at NTS. It's over. Nothing modern. Nothing new. I have to be connected to the NW program to acknowledge facts? LANL is not google or a tech startup in San Jose. Charlie's experience is not relevant to this century. Enjoy your government job and pension.
