With 3-months left at LANS, Anastasio forms a "Bechtel" Principal Associate Directorate (PADCAP) and "selects" a Bechtel Manager without posting the position. It appears the "lame duck" Anastasio has begun his pardons and favors. Come one, come all from Bechtel to join PADCAP.
SUBJECT: Organizational Restructuring
Today, I am announcing a new senior leadership position - Principal Associate Director for Capital Projects (PADCAP) - and a restructuring that will shift the project management functions from the Project Management & Site Services (ADPMSS) directorate, together with the directorate for Environmental Programs (ADEP) in its entirety, to the new PAD organization.
I have selected Paul Henry as the PADCAP. Paul is a Bechtel senior manager who brings 32 years of construction and enterprise management experience to the Lab. He will relocate from Pueblo, Colorado, where he has served most recently as project manager on the megaproject to safely destroy the stockpile of deadly mustard chemical agent at the Pueblo Chemical Depot.

Not if you are at the top of your profession and doing fantastic work and enjoying it and infecting your coworkers with your enthusiasm. Otherwise you are part of the problem. Who would you rather be around? Just a word of advice from one of your colleagues (not management) who wishes to remain anonymous. Believe it or not, you are largely in charge of your own life.
They can pay for all the expensive Bechtel managers in this new LANL Directorate by simply raising the overhead rates on existing projects even higher.
Besides, Mikey doesn't have to worry about the terrible mess he has left behind. He probably has his tickets already booked for a summer vacation on the French Riveria. Heck, he'll probably get a free ride to Southern France on one of those luxurious Bechtel corporate jets that the NNSA lab profit-fees help pay for. Riley Bechtel treats his little 'Bechtel Bee-yatches' well!
First post on this topic, but I disagree on your assessment that we are in charge of our own lives.
Most people at the lab are there because they prefer the steady salary, benefits, and job security. They do not want to be in charge of their own lifes. They want to be in a sheltered environment where the only thing they have to worry about is what to watch on TV when they get home.
You may be correct. Let me amend my comment to say that "you are largely in charge of your own life, IF YOU CHOOSE TO BE". Your comment is a sad testimony to the loss of intestinal fortitude of those who enable and guide our country's nuclear deterrent. If you give up, your enemy wins without firing a shot or risking anything. Where is the self-respect, not to mention the fight for your professional ethics and your family's future, in that?
Heck, they might as well put this new Bechtel-fied Directorate in charge of the total lab. Construction management seems to be the main vision for the lab at this point. Sad, indeed.
Meanwhile, we are getting memos at LANL that the science-based funding situation is so bleak for this summer that summer students are to be officially warned that their jobs may not have any funding to support them!
We aren't a science lab any longer -- that should be fairly clear by now to just about anyone left at LANL.
Bet they doubled this guys current Bechtel VP salary and are giving him all types of perks to get him to come run the new PAD of capital construction at LANL. Creating this huge, new bloated bureaucracy of highly paid Bechtel managerial implants should do wonders to increase the already out of control overhead rates at LANL.
