Bechtel is in the LANSLLNS LLC management drivers seat at both LLNL and LANL Labs.
They must be some good drivers if they can do this while UC selects the Lab Director.
UC rep is Chairman of the Board of Governors of the LLC, and UC chooses the Director, and the Director serves as President of the LLC. Guess Bechtel is a pretty good (or maybe just pretty loud) backseat driver.
The current state of the LLNSLANS enterprise is owned by UC. Other partners may have helped out along the way, but UC holds all the top corporate positions.
