NNSA Administrator Lisa Gordon-Hagerty has said "Triad is required by the Federal Acquisition Regulation to seek any cost savings possible, including 501(c)(3) status" which applies to non-profit organizations. Therefore, converting the contract to manage LLNL to a
non-profit model would be a low hanging fruit decision.

They are not Bechtel.
They should go back to Oppenheimer’s flatland-style hierarchy where a staff member is a staff member is a staff member. Forcing “levels” upon the technical staff is artificial, demoralizing, and counter productive. The practice may help settle lawsuits, but is antithetical to science.

I agree, but when you use the term "flatland" you invoke Hecker's bad mistake of doing away with ADs and having all DLs report to him directly. What a disaster. Don't get me wrong - I worked closely with Hecker and he was (is) a great scientist and a great man, but his management ideas were a bit bonkers.
As I once heard a Battelle exec say, tax-exempt is not non-profit.
1/17/2020 5:05 PM sounds like a disgruntled ex-DAD. Sig's management ideas did bring the lab through the cessation of nuclear testing unscathed, and by underwriting lab-to-lab collaborations with the Russians who weren't getting paid, avert wholesale proliferation.
