I would like to know more details of what happened, and whether Fauci is being targeted as a scapegoat. In particular it seems like scientists are incentivized to do gain of function research, as it creates high profile papers with relevance to human disease, on a relatively low budget -- especially if safety is neglected. These sorts of transnational research projects can evade supervision, and there is also the concern that gain of function research is dual use, it can be used for beneficial or malevolent purposes.

Rand Paul's allegations seem to be that Fauci was negligent, in that we failed to exercise due diligence or reasonable care in terms of our support and funding of this research. That would probably be true of the Chinese as well, perhaps even more so -- it could be they believed the research was safe since it was funded by the US, with our stellar reputation in science, of course.

The answer could be, though, that placing Fauci in charge of this research, for many years, was negligent on the part of our elected officials, given his known statements in support of it, also given that it was known there was not a solid review procedure. The system for congressional oversight is somewhat broken as you know, and it also seems Trump in particular did not cultivate a good relationship with the Federal bureaucracy, which he denounced in fact as a so-called "deep state".
