Complete load of manure.
GM omitted a lot of details that slew the report into making ULM look good.
Why have a long 10 year plan. A shorter 2 year plan should cover the shutdown process of the NNSA labs very nicely.
A good 10 year plan would show LLNS as a defunct company running a few pizza joints downtown.
