The law applies to those IN the United States. It is US law. What people say, write or do outside our border is something the United states has very little control over. I guess we could pull another Iraq style invasion the way Bush did to get back at Hussein for threatening his father. Is that what you would propose?
I didn't write the law but the law is pretty clear I think and, after all, we are a nation of laws, not people (I am sure you understand what that means). Read the law again, very carefully.
