Last time I attended Comp's recognition ceremony a few years back ULM did not attend. One got the impression that they had more important things to do. Certainly shaking hands with one of the lower caste would be unpleasant.
Interesting thing about the OP's story - the LLNL awardee is traveling to France of all places to do his computational research. How the mighty have fallen.

NNSA is clearly doing a great job! All these awards prove it (not!).
There used to be gift cards ranging from 25 to 75 in value for different stores.
LLNS decided to mess with that.
