It is 70 pages of report, but they have a method that makes more sense than the ouija board that NNSA appears to pull out at budget time.

The Stimson Center did a fabulous report documenting the decline of the NNSA labs under a totally inept and horribly risk adverse NNSA along with their LLC "for-profit" pals about 3 years ago.
Like the many other reports documenting the same stuff, it was quickly ignored. Since then, it has only become worse.
