First of all, this has nothing to do with the national labs. The article is about DOE appliance efficiency, not nuclear weapons. Second, it's basically a left-wing Massachusetts congressman complaining that DOE hasn't banned enough consumer appliances. I'm pretty sure congressmen in other states, oh maybe Texas for example, would have a different opinion about whether that is "incompetence" or not.

The labs fall under DOE.
It does appear to just be one of those news "fluff" pieces that is not accurate. People just read the headlines and go with it.
This is like all the recent news about "LANL scientist found dead!" as part of the all the dead scientists hype recently.
(1) The person was not scientist, she was an admin.
(2) Half the missing people or dead people are not scientists.
(3) If you ran these numbers every year you could get about the same number. It is like the"shark attack summer". Every year 10 people are bitten by sharks. One year the media reports it and every body goes crazy when in fact it is the same average number every year.

Seriously all you have to to is read it. The source is kind of irrelevant. Again just read and think a bit, it is kindda obvious it is fake.
I have no issue with nonsense news but people simply read the headline they never actually read the story. This happens all the time.
