From what I hear, it has something to do with DOE/NNSA wanting to change the cycle of PA/Ranking/Raise package cycle from Jan-Jan instead of May-May.
I wonder if they want to change everything about the IPPP process to more closely match what the rest of the complex is doing.For those of you who thought Human Capital was solely a LLNS term, check out the DOE Human Capital website: http://humancapital.doe.gov/.
