I believe that Battelle was responsible for finding Parney Albright and bring him in as the PAD for Global Security given its WFO focus.

Battelle? Battelle has one non-voting board membership in LLNL, and I don't believe they can have much influence. I believe the real influence is Bechtel, as it is at LANL.
