Since I was confirmed by the Senate as the National Nuclear Security Administration (NNSA) Deputy Administrator for Defense Programs in June 2010, I have been meeting with you and other members of the Board on a regular basis. A series of organizational changes within NNSA has been made over the past year. In September 2011, the position of Associate Administrator for Acquisition and Project Management (APM) was created, and the line accountabilities for major construction projects beyond Critical Decision 2 were reassigned from Defense Programs to APM. In April 2012, the position of Associate Administrator for Infrastructure and Operations (NA-OO) was created, and the line accountabilities for the NNSA Site Office Managers were reassigned from Defense Programs to NA-OO. In August 2012, accountability for NNSA infrastructure that underpins both non-nuclear and nuclear facility operations was reassigned from Defense Programs to NA-OO.
Given the cumulative effect of these changes, it is appropriate that the regular meetings we have had should cease and an NNSA representative in the line management of nuclear safety replace me. The Administrator will determine the appropriate representation shortly.

Options for the motivation of the letter
1. Cook does not want to spend his time meeting with them.
2. Cook is on his way out and is punting this to someone else.
3. Congress "helped" Cook to make the move.
4. Cook is being loyal to the Administration, and doing his part to move NNSA away from weapons.
5. CMRR-NF and PF-4 are such major DNFSB challenges that they drove the whole enterprise to move.
6. Random act of kindness.
Who wants to deal with safety problems when you could be hanging out with the generals and PhDs. Slap down your power points onto his desk to demonstrate how smart you are and he'll respect and admire you. Trash collection is for the birds.
He is being truthful in what he says. The bigger question is why did the NNSA rip the very facilities and infrastructure he relies on to accomplish the mission away from him. That had to be a bad day. Well, except for not having to meet with the DNFSB anymore.

Otta boy Cook! It's about time someone told the DNFSB to "stick-it". It's too bad the Lab's can't send a similar letter to NNSA (Cook).

Translation of the "Cook Memorandum": As a result of mass confusion (aka reorganizations) and chaos (aka power plays) here at NNSA and the DNFSB being a basic "pain in the ass", I see no need to meet with you buddy. Good luck and have a nice day.
The DNFSB is an abomination. They have not helped America in any way. I wish my job was so easy.
