Reading this post is like seeing Sandia getting straight As' on the report card, but getting criticized for slightly high absenteeism.
Yep, nothing but straight A's for SNL, while LANL struggles to maintain a D-.

Was poor "transparency" a NNSA concern before or after the DOE IG report on misuse of federal contract funds by Sandia? Is the NNSA criticism another way of saying they didn't know what was going on? The NNSA local field office was out of the oversight loop?

Just the smallest of slaps on the wrist for Sandia, nothing that can't be easily fixed moving forward. It is unfortunate that Sandia problems are vastly overshadowed by LANL problems.
Yet LANL gets a slight bump-up in funding under Obama's budget, and Sandia gets a decrease. Go figure.
As we all know, in the weapons complex, no good deed goes unpunished.
Actually, it just reflects the Obama administration's cluelessness about what is going on in "his" nuclear weapons complex. Luckily the White House budget proposal is, as usual, DOA in Congress.
This kind of reward for incompetence goes back long before Obama. I fondly recall LANL and fence-gate that got them a good plus-up in funding. If anything, Obama is doing exactly as expected by the labs. After all, the physics labs LANL/LLNL are more important than an "engineering lab" like Sandia. Sandia is the Avis of the nuclear weapons complex. If they disappeared, any of the big contractors can fill in to take care of the nuts and bolts.
Actually, I doubt that Obama even knows or cares that the NNSA nuclear weapon labs even exist.
He's more interested in finding ways for illegals to jump the border so he can turn them into dedicated Dem voters for life.
Yeah we need more illegals from Mexico. They are smarter than the average Los Alamosan trailor park trash who have a tendency to keep classified documents in their trailors.
