Last time I checked (before I retired), LLNL employees where allowed a reasonable personal use of their Lab computers (over lunch, for example), as long as it was not related to an outside business (like as a Realtor). Checking on medical appointments, Doctor communications, lab test results, medical related web sites, OK. Also sites related to non-profits (Church, Scouts, City Counsel, Community Groups) and hobbies OK.

11:31 - it used to be that way, but I have been told by current employees of the lab now blocking a great deal of sites, such as YouTube. Certainly that video site has nothing to do with outside business, but it and blogs do have the capability to convey messages that upper management will not like.

From a legal point, I believe that LANS has forsaken any semblance of being a Common Carrier and lost the protections that status is granted. Which means now that any dubious message that enters or leaves llnl.gov could result in legal action against the lab.

Actually YouTube does have relevance to LLNL business. Many vendor training aids, technical information and similar videos are put on YouTube.

That is quite obvious, 6:56. Being a CC would have allowed them to avoid certain classes of legal action. Instead they have chosen to censor. Most likely anyone who now complains is merely fired.
