The report lists lots of problems and not much is offered to address them. Maybe it is time to move the nuclear weapons mission out of DOE?

Under most circamstances that would seem reasonable however where wold you move it to DOD? As incredible as that sounds that would be even worse as DOD is even more incompetent that DOE. DOE still gets some stuff done, DOD, nope, nada billions and billions and billions for stuff that is guaranteed not to work.

Who ran the labs before DOE?

Remember that the NNSA was created because DOE was not, in the eyes of congress, doing a good job of oversight. So the entire meaning of existence for the NNSA is "Thou shalt obey". A lack of a clear mission brought on by a freeze of testing and that no new designs are allowed has given the overlords more time to be more anal. Certainly missteps such as NIF, CMMR, Nuns running rampant at Y12 et al have allowed more rope in which to fashion hanging nooses. Back in the day of the AEC it was a far more collaborative affair, but we had critical missions to accomplish. To me, NNSA stands for the Not Necessarily Smart Administraiton.

NNSA has become an agency to destroy the NWC. Look at their behavior. Everything is a problem. They spend money on studying problems not finding solutions and their solutions are? Hire more problem finders not technical experts to solve problems.

Tri-Valley Cares needs to be on this if they aren't already. We need to make sure that NNSA and LLNL does not make good on promises to pursue such stupid ideas as doing Plutonium experiments on NIF. Trump is to gut the labs.

The budget has a 20% decrease to DOE office of science, 20% cut to NIH. NASA also gets a cut. This will  have a huge negative effect on the lab. Crazy, juts crazy. He also wants to cut NEA and PBS, this may not seem like  a big deal but they get very little money and do great things.
