Charlie came across in his testimony like Chicken Little (i.e. the sky is falling, the sky is falling,...) stating how difficult and costly it is run LANL nuclear facilities. Wasn't LANS (i.e. Bechtel) hired to address this problem 10-years ago? I'm surprised Congressmen didn't hammer McMillan for not delivering and executing a plan to address this issue 10-years ago. Wow!
This is a real problem. The facilities are significantly aged. Capital reinvestment in NNSA DOE is the most painful process in all of government. They won't even entertain innovation in this area. It has been tried before Bechtel and during this contract. This is an NNSA problem, not a LANL problem. Look across the labs and production facilities.
