Such a move would have to be approved by Congress, if for no other reason than the budgeting changes required. If that were on the agenda of even one congressional subcommittee, it would be all over the press. It isn't. Won't happen.

Moving NNSA to DoD involves a long legislative process conducted by adults. Electing Trump (a 70 year old 7 year old) involved no adults whatsoever.
