President Trump didn't create this problem, he inherited it from President Obama. However, this is not an excuse for the current Administration since they now own this problem and can ignore it, make it better, or make it worse. Read the 2016 GAO report called:

Big contractor award fees allow for big political campaign contributions along with direct or indirect contractor business associations. Follow the money.
