Humor aside, when I took the buy out in 2013 I was told I could not come back to the lab for at least 1 year. Hopefully the fellow that was caught stealing copper for a number of years would be on that list if it exists.
No but if you steal or violate security protocol I would imagine you could be on such a list.

Why would HR (SHRM) have such a list? Any "no-hire" or "black list" would have very limited non-paper management participation probably at the division level of the hiring organization. A broader recipient list (SHMR), would be too vulnerable to disclosure.
