I agree but the problem is where are you going to get talented PhDs in science and engineering? If you look at any graduate program in these fields there are few American and the ones that are there are not exactly the top of the class. At one point you could attract some of the best people to LLN/LANL/Sandia. No one believes this is true now.
It is true and concerning that the best Ph.D. graduates in the sciences in the US today will never qualify for a Q clearance and so will never contribute to US national security research.

True, but are the NNSA labs doing national security research? I could argue that private labs or private companies are doing cutting edge national security work but NNSA labs...not so much.
Chinese is the third most spoken language at LANL, and in the race for second place.

"Private labs" and "private companies" are not doing TS (NSI or RD) research on nuclear security or nuclear weapons.
