Will CA SB79 impede local zoning?

 Governor Newsom just signed SB 79 into law, and it will go into effect July 1, 2026.


1. Will existing and under development, low density neighborhoods pushback in court?

2. Will the passage of SB 79 be helpful or a headwind to the expansion of ACE and other mass transit proposals and expansions throughout the Bay Area and the rest of California?

In 2011, an organization called
“Keep BART on 580” collected signatures to stop the downtown Livermore BART extension.

If BART had been routed through downtown Livermore, in 2026 it would be subject to SB 79, and likely declared a “transit hub”, that would override local planning in favor of 6+ story high density housing. Every ACE train station area however, will likely be subject to SB 79 high density housing with perhaps some exceptions.

If your are a LLNL employee or a LLNL retiree, topics like earthquakes, CA FAIR rate hikes, and SB 79 “upzoning”, are all relevant topics because they may impact us financially.

There is a bit of real estate along old 1st street, a few shops along that area have closed down. Livermore can take those shops and do eminent domain on the rest and put up hi-density housing. It could be the 21st century version of Tubsville. No need for parking, the residents have the transit hub right next to them and they can walk to downtown for their dining.

“What does this have to do with LLNL” one word housing, rather the current lack of. Both LLNL and LANL are experiencing issues getting their workforce built back up and housing is a major concern with the younger generation. I am glad you got yours…. Let me guess UC pension as well.

Tri-Valley Cares needs to be on this if they aren't already. We need to make sure that NNSA and LLNL does not make good on promises to pursue such stupid ideas as doing Plutonium experiments on NIF. Trump is to gut the labs.

The budget has a 20% decrease to DOE office of science, 20% cut to NIH. NASA also gets a cut. This will  have a huge negative effect on the lab. Crazy, juts crazy. He also wants to cut NEA and PBS, this may not seem like  a big deal but they get very little money and do great things.

LLNS may have excluded the wrong people in last VSSOP? The exclusions were based on outdated job categories and related skills. ULM are now thinking that in the future, job categories and functional areas will have to be re-defined. The next VSSOP/ISP will be based on the new categories and functional areas. The questions I have are: 1) Why didnt they think of that before the transition. It seems like their style is “change things as you go”. Planning is out the window! 2) Who will give input on the new changes? The next RIF apparently is going to be more lucrative than the VSSOP. Depending on the length of employment, a RIFed person, not only gets their 1 week pay per year of service but also from 30 to 120 days notice, essentially 30 to 120 days pay. Please feel free to comment on the rumors or add new ones you actually heard.
