Never happened, never was said. Or else, in response to many requests and demands, this poster would have long since posted a link to a source, or at least corroboration, for the quote. He hasn't and he can't. The most he has done is say "Well, when I was there I heard him say it." Bullshit. Reis never said it, and even if somebody heard something like it in 1997, Reis was already well into the effects of his Alzheimers. No credible claim there.
I know him well. He never said such a thing. The reason is simple, he's an honest man and it isn't true.
Answer to the OP: yes.
But, we must wait a few more weeks to see if NNSA has the courage to do the right thing about it.

Wasn't Reis being honest telling the Science and Engineering Advisory Board in 1997 "that it's the same old day-in and day-out safety and security issues at Los Alamos"? It's ok, it's still true today.

Everyone keeps asking you to produce a written record of such a statement, but apparently citing a reference for a dubious claim is beyond you.

It is all I have, so I am going with it. The world revolves around me, I am special, LANL is bad since it did not recognize me for the genius or the unique snowflake that I am. The world also is bad. I have no idea who Reis is or what he said but I need to some hope that someone else out there hates LANL is much as I do, so I will repeat this lie over and over again.
I don't know any Vic Reis, but there is a Dan Rees at LANSCE who is a group lead and the biggest waste of space I have ever seen. Typical Day, DR shows up to work at 8am, spends the next couple of hours attending useless meetings so he can hear himself speak with intent so that he may convince himself he is the genius LANL should never misunderstand. Come 11am so begins DR's two hour lunch break by which you can set your watch. The patented lunch break includes a run with division lead ,where ritual ass kissing and good old boy networking are elevated to a blatant art form, a shower and a trip home for lunch. Comes 1pm our hero returns to his desk and begins typing busily to subordinates their need to be current on training they will never need followed by more meetings. Finally after this long and arduous day our hero leaves for home at 4:30pm putting in a very hard 6.5 hrs of work serving his country while blasting subordinates for being lazy government workers. I don't know if this happens at LLNL but I have seen this crap up close and personal at LANL. Its sad and to the detriment of this country.
