WIPP reopening behind schedule and over budget

According to the latest new reports, there is no date for scheduled reopening and the air handling systems are inadequate and way over budget.

The Waste Isolation Pilot Plant (WIPP) was licensed to permanently dispose of tens of thousands of 55 gallon drums with radioactive waste for 10,000 years. Was a burst drum scenario and other "off-normal" events identified within the hazard analysis and mitigation section of the WIPP design and construction proposal? Why does it seem like WIPP officials are learning as they go? Where is the pre-construction mitigation plan?
