Are the Labs/Plants mandated to release information on where/how this money is spent? Is this information released publicly? For example, how much of the money is allocated for management bonuses?
LLNS does very well and comes out on top, as does SNL. The M&O for LLNL is the exact same as it was for LANL, yet LANS comes out on bottom, 15 points below the other two weapons labs. Could it be that the problem wasn't the M&O but was the lab?
Or could it be that we here at LLNL have simply found a way to work well in spite of Bechtel and LLNS? I know where I work at LLNL, that is the case......talk about absolutely no value added. And it IS frustrating and painful to have to continually find work-arounds because of those clowns.
Same M&O contractor, completely different contracts - different missions and responsibilities. Apples and oranges. Hint: LANL is a weapons lab.
To the first commenter: The labs that are run by private LLCs do not have to release information on the spending for which they do not request reimbursement from the government. Generally this money comes from their corporate fee and would include any bonuses. A few years ago, entities receiving money from the Recovery Act were required to disclose total compensation for their top 5 employees. I don't believe this is the case any more.
More broadly, the labs' budgets can be found in each year's approved federal budget. But I suspect you're looking for more detail than that.
