NASA would out and out refuse that. They actually have people that know something about astronomy and while Neil may be find for TV shows and such he himself has very little in the way of an actual scientific accomplishments.
Oddly enough he is probably way over quailed for the DOE position. Over the years these positions are often more political in nature where we had people with far less experience than Neil. I think the DOE position is far more likely and he in fact would more qualified than many of the bizarre cases we have had in the past. We already had Rick Peery how could not even name the DOE but wanted to get rid of it. Not to mention Hazel O'Leary. I thought we also had a dentists at some point. I think Greta Thundberg is more likely (that's a joke). But it could something like Rob Emanual.

And that will change on inauguration day? Unlikely. Probably not until sometime in June when a majority of the population is vaccinated, but not if most refuse to get the vaccine. The population of the US could decide tomorrow to just stop transmitting the virus. Stay away from other people. Full stop.
