Within LLNS, is there a difference between PhD and non-PhD acceptable behavior? If there are differences, how does this impact the acceptance or understanding of "Me Too" concerns at LLNL? What PhD scope of conduct is allowable and accepted with LLNS that is clearly not allowable or accepted among non-PhDs employed by LLNS?

The fraction of PhDs at the labs is dropping, it is what 15% at this point. Wait a few more years and this question will be irrelevant.
A reasonable answer but to the wrong question.

If the labs lose their PhD's they will be high tech factories with no research. I'm glad I served when they were world-renowned scientific institutions responsible for world-class research.
Non-PhD is now a protected class and it is a federal hate crime to discriminate against someone on the basis of educational status. And for good reason, math and science are but mere products of White privilege and oppression owing to their insistence on the "right" answer, whatever that means. What you deride as a lowering of standards is actually great progress in social justice. We will win the next world war based on our strength of diversity and inclusion. The enemy doesn't stand a chance.
