We have too many managers and not enough leaders. Speaking of vision: the only one some managers at LLNL have is the rungs of the ladder in front of them.

Management is one way of leading. It is not the only way, or even the most effective way of leading. But one cannot lead without also managing, because effective leadership requires a natural hierarchy, which inevitably results in management.
