Is there an unwritten rule in COMP that when there is an opening,preference is given either to COMP candidates or to outside non-LLNL candidates.

Did you even need to ask this question? The answer is obvious.
Comp is biased. Age bias, education bias etc... especially in LC.
Don't forget gender when it comes to management positions.
