Hey LANS, where's the $65,725,677?

Hey LANS, where's the $65,725,677?

McMillan told us where the fee goes, but failed to account for $65,725,677. Senior Management bonuses baby, bonuses!

Overall, of the $94,274,050 in total fee available for FY2011, LANS was awarded $83,725,677 for performing approximately $2.6 billion worth of work for the nation.

Where the fee goes:

Under the LANS, LLC structure, performance fee goes to LANS’ parent organizations: the University of California, Bechtel National, Babcock & Wilcox, and URS.

From there:

The University of California has provided approximately $9 million of its fee to fund collaborative research between LANL and UC scientists and engineers in areas important to the Laboratory. (For more information, see the recent Call for Proposals, which solicits ideas for this year’s collaborative research funding opportunities.)
The four LANS partners provided $2 million from performance fee to upgrade the Weapons Neutron Research facility at LANSCE, at the request of Director Mike Anastasio.
The four partners provided $6.7 million to fund LANL costs that cannot be billed to the government. Examples include:
At least $3 million for community and educational investments under the LANS Community Commitment Plan (CCP). If our fee reaches a certain threshold, this number rises. An announcement on this year’s CCP funds is forthcoming.
Funding to recruit and retain valued scientists and engineers.
A $50,000 challenge grant to reimburse businesses that helped emergency responders during the Las Conchas Fire,

Overall, the four partners reinvest approximately $18 million of annual fee in Lab capability and Northern New Mexico.

It's not apparent to me that LANS (or LLNS) "values" any of it's scientists and engineers. Bret Knapp doesn't even put any value on the City of Los Alamos, let alone anyone or anything living in Los Alamos. The only thing he values is flying back home to Livermore every weekend.

Can't blame him. Los Alamos is an armpit of a place to live. No shopping, no car dealerships, no appliances, no decent restaurants open for dinner, just a real piece of crap town. Three bars and 27 churches. Lots of retirees walking around all afternoon in Smiths leaning on their shopping carts (full of half-gallons of cheap vodka and bourbon), standing in line at the Post Office to buy a stamp, and waiting 30 seconds past the green to move at stop lights. The geezer population here is immense, no reason to be here if you can get out and enjoy a real life somewhere else. This is really a town full of people waiting to die. Every day here is sad.

Don't forget White Rock. The folks in this town lost Pizza Hut, McDonalds, etc. because the won't patronize cause they are so tight. The only place you can get breakfast are 5-day old muffins at the gas stations and burritos at a "roach coach". Business row in White Rock is now a "ghost town". Sad for a town with the largest per capita of millionaires in the U.S.

NEW YORK (Reuters) - With worries about the debt crisis in Europe and high unemployment in the United States drawing the public's attention, the sliding value of corporate pension funds has largely gone unnoticed.

The problem came into stark relief on Wednesday, when Boeing Co joined a raft of U.S. companies that have announced hefty cash injections into underfunded pension plans, including General Electric Co, DuPont, Alcoa Inc, Honeywell International Inc and Raytheon Co.

Boeing said it would add $1.5 billion in cash to its pension plan in 2012, nearly triple the amount it injected in 2011. The huge jump caused the aircraft maker's full-year earnings forecast to miss Wall Street estimates.

Analysts say pension top-ups will take a big bite out of corporate earnings this year, due to more rigorous funding requirements and an erosion of investment returns caused by weak stock markets and low interest rates.

Unfortunately, this type of corporate pension support will never happen at either LLNL or LANL.

The greedy "for-profit" LLNS and LANS management team has made if abundantly clear that they won't contribute a single dollar of their annual profits to the cash starved employee pensions.

We lost the benefits of being in a large public pension when NNSA feed us to the LLC "wolves" but we don't have any of the pension protections that private pensions in profit-based places like Boeing have where company profits are tapped to help out pension shorfalls. LLNS and LANS will continue to raid employee salaries to make up for any shortfalls in pension funding.

It's the worst of all worlds and definitely not a case of "substantially equivalent"! DOE lied to us.

Don't expect to see any contribution from LANS or LLNS annual profit fees to help out our private world pensions.

They'll continue to make up for any shortfalls by just taking it out of our salaries.

The LA economy must not be all that rosy. One of the few places in town to eat just went belly up. The owners of Central Avenue Grill owed 6M "and growing" according to the paper. Guess that all the business from the tech transfer office was not enough to keep them afloat.

Not quite true there, Sparky. From the LA Monitor 1/27/12: "For now, the Central Avenue Grill in Los Alamos will remain open under the ownership of Min Sung Park.
“The judge (Robert H. Jacobvitz) ruled yesterday the lease has not been properly terminated and it is still in effect,” Park’s attorney George M. Moore said in a telephone interview this morning."

Might want to actually read the news before you erroneously report it.

It's sad to think that the only restaurant in Los Alamos is clinging to life only because the lease wasn't "properly terminated". Los Alamos is dying a slow death as a result of all the millionaire tightwads unwilling to support their businesses. Whiterock already succumbed several years ago.

Like it not many people are really scared at LANL and feel it is just a matter of time before something else happens and congress closes the lab. Although there might be a fair number of millionaires they know that they can never sell their houses once the the lab is gone, so they hoard as much money as they can for the day when they have to leave. One person told me that they expect that once the lab closes more than half the people will leave Los Alamos so that a large portion of the houses will just be abandoned. This will lead to a swarm of squatters and transients moving in which will lead to a huge spike in crime. This will drive out the remaining homeowners. This is really what people are thinking and they just going to hide that cash somewhere safe.

You are clearly clueless about Los Alamos and White Rock. Central Avenue Grill is hardly "the only restaurant in Los Alamos". There are several others (even discounting the 10 or so that are only open for lunch). They include Blue Window, De Colores, Bob's Barbeque, China Moon, Hill Diner, Origami, and Pyramid Cafe. Your ignorance is matched only by the stupidity of your agenda.

You might also consider that the "millionaire tightwads" you postulate have to eat somewhere. I see many of them eating lunch every day at China Moon, De Colores, and Ruby's. White Rock "succumbed" because there were no businesses willing to cater to the clientele. There was a decent steakhouse there for many years, that even drew patrons from Espanola and Santa Fe. Los Alamos retail doesn't lack because of local support, but because of lack of business expertise and variety of goods and services. Want to sell more? Try providing more. Otherwise we go to Santa Fe, every week.

Thank goodness for Amazon and their fast delivery options. It makes living in a small, out-of-the-way town like Los Alamos possible. We're still waiting for a Walmart or Target to show up in town but I doubt it will ever happen.

As far as restaurants go, Park monkeyed with the menu at Central Grill way too much. Many other joints in town are doing fine. Central Grill was too expensive for the quality of the food they served. He was serving up mediocre plates at upscale Santa Fe prices. Bad idea, even for the "millionaires" of Los Alamos.

You nailed this one spot on. The atmosphere had been upbeat and positive for the past few years and the last six months have seen it take a real dive. The total and complete lack of confidence in the current leadership is becoming more and more obvious to people.

Actually, I the Nuclear Facility Engineers and specifically the Cognizant System Engineers (CSEs) per DOE Order 420.1B Chapter V are "hands-off". Recall LANS had to urgently hire CSEs, which are also being incentivized through bonuses. They are LANS "fair-haired children". The rest of you will be sacrificed!

It's sad to think that a bunch of folks mopping the floors at TA-55 and the Waste Facilities are held in higher esteem by the management than folks doing R&D or working on nuclear weapons. This say's it all about LANS/LLNS!

For those of you who remember Dave Beck, both Knapp and Leasure literally ran Dave out of town when Knapp became the PADWP. They chased-off Beck back to Y-12. Craig reminds me of the little monkey with the red genie caper on Bret's crank organ.
