This GOA report criticizes DOE senior management for not adequately considering the alternatives and consequences of their action implementing Order 351.1 and for not documenting the basis for their decision.
So what else is new?
Nothing new there at all. DoE did the same kind of bone-headed thinking when NERSC was relocated, and then relocated again, and again.
If I recall, it took them three tries to get a panel that would give the the answer they wanted. It was pretty obvious the "competition" was rigged then.
Pretty obvious this one was too. DoE wanted to make changes to the labs ( LANL and LLNL ) with no regard to the ramifications. They got their changes alright. And two wrecked labs as a result.
