Work Outage Project Manager??

LANS TA-55 Work Outage Project Manager.

LANS has decided that running the Plutonium Facility (TA-55) in "shutdown mode" is standard operating procedure (SOP). So they will be paying someone up to $191,200.00 to "run" the facility in that mode. I expect they will hire an entire staff to "run" the facility in this mode. You can't criticize LANS Management ingenuity. You can expect they will now receive PBI (aka money) for running in that mode! It all fits, zero work, zero safety incidents, maximum PBI money!

SMS-INP is seeking a Technical Project Manger 4 who will provide technical project management and coordination for all TA-55 outages. This individual will work closely with all programmatic organizations, construction projects and facility operations to optimize the overall effectiveness of planned facility outages. The Technical Project Manager will lead a diverse integrated project tem to plan, manage and execute facility outages as to reduce the overall impact and maximize the benefit to the facility. In addition to understanding all of the technical requirements associated with the outages, the Technical Project Manager is also responsible for scope, schedule, budget, quality, safety, security, and environmental compliance as related to the assigned scope of work. The Technical Project Manager will review and present as required status reports, develop forecasts and oversees appropriate corrective action(s) as necessary.

They should call these work outage managers the "Maytag Managers of 55". They are sleeping at their desks with their feet in the air waiting for an outage (full-time job) making $191,000 per year.

Hmm, don't know why this is deemed noteworthy. A facility like that has a lot of complex maintenance regimens, and so has planned down time on a regular basis. Getting the most value out of those intervals is a worthwhile objective.

Outage doesn't mean they're firing up the BBQ and putting up the volleyball net.

7/12 10:02 pm: You are correct, There is a lot of (sometimes intentional) misunderstanding of these issues among the TA-55 workforce. Of course, this is LANL, so vehement distrust and hatred of management at any level, or of any requirement whatsoever, is rampant. It now goes with the territory, and I cannot imagine any entity who could come in to manage LANL who would not have to deal with it from Day One. The anti-nukes have won the battle to neutralize LANL as an effective national security laboratory, without firing a shot. As a long-time (30+ years) non-management employee, I really hate what LANL, and it's employees, have become. So sad.

Yes, with lots of additional help from NNSA and Congress. Funny thing is, Congress seems to be drinking the NNSA Kool-Aid that these labs are now doing better than ever under Tom D'Agostino. The recent DoD and Stimson Center studies show otherwise but no one is paying any attention to them.

Repeat the big lie loud and long enough and you can drown out just about anything.

The Labs neutralized themselves with years of inept and incompetent management, which LANS/LLNS has just carried forward. Just read the Defense Facility Nuclear Board (DNFSB) weekly reports, day in and day out accidents and safety basis violations. The anti-nukes won without firing a shot.

Having read the weekly DFNSB reports on a regular basis for years, before they were disseminated, I can say that they were mostly wrong and were submitted by the local Defense Board people just because they were required, not because they were accurate or timely. The weekly deadline was everything. Nobody cared if they were true or complete.
