Looks like Parney, with a little help from SNL, schooled LANL in the ways of Washington.
So a story is leaked by a former WH staffer about LANL budgets being cut. Let's recall the press reports from last year that the WH wasn't at all happy with how the LANL Director search had been conducted. Must just be random, uncorrelated events. Or not.
So McMillan testified to Congress the absolute requirement for CMRR and national defense being compromised if it wasn't funded. Behind the scenes McMillan was "selling the farm" concurring with the delay. Would the real Charlie McMillan please stand up. Who are you Charlie, you have no credibility!
Somebody has been telling lies. Looks like it may have been LANS' "Turn-Coat Charlie".
I suspect we'll soon find out when he's called to testify before a Congressional Committee along with Captain Tom D'Ag.
I think it's as simple as telling Congress what they think it needs to hear to fund CMRR and then also attempting to provide a requested alternative to the White House. There was really no alternative in either case. You don't minimize the need for the facility when talking to the people who can allocate funding, and you don't don't say no to a request from the White House. That's just the way the world works. Anyone who gets their panties in a twist over this is just naive or disingenuous.

That is the most twisted up logic you could provide? Come on out and admit that trusted advice is not about telling each party what they want to hear, but it is about speaking the truth, no matter who is listening. At least it used to be that way...
Washington politicians don't want trusted advice or truth. They want options, "good" friends, power and money.
2:30 pm and 5:31 pm.
Like I said, naive or disingenuous. I'll be charitable and say in your cases naive. It might not be your logic, 2:30 pm, but it's Washington logic. Speaking truth to power gets you fired. Quickly. Get used to it.
Consider two cases of physicists and truth. One was willing to tell Washington what he knew at the time, and was not obsessed with telling them what they wanted to hear. Another one was more interested in seeing his name in print often in prestigious locations, and less interested in the truth of the story.
Would venture that more staff would prefer to work for the former, but maybe not.
J. Robert Oppenheimer or Jan Hendrik Schoen?
Just cut the $1.8B and lets get on with another VSIP both at LANL and LLNL. It is time ti cut CMRR and NIF to the bone..
NIF has already been built and will take no further cuts. The only cuts coming involve LANL, which has no powerful political supporters left in Congress.
Both LANS top level management and the NM Congressional delegation seems ambivalent about Los Alamos. This puts LANL in a very dangerous budgetary position.
When it comes time to "right-size" the NNSA complex it will be LANL that takes the brunt of the hits. The 12% cut of LANL employees done this spring was probably just the beginning of the process.

"I don't know the key to success, but the key to failure is trying to please everybody."
Bill Cosby, as quoted by Colin Powell in 'It Worked for Me: In Life and Leadership'.
It might be helpful to take a look at the following article. How many of the habits can you identify in current leadership?

The year of presidential elections brings up the following gem, altered for this thread.
"I voted for CMRR before I voted against it."
