What is really happening with the MUSD Budget?

What is really happening with the MUSD Budget.

Word is coming out that MUSD spent ~$2M of its $25M budget on actual maintenance and will not account for the balance of the funds.

Since we do not have an accounting of the funds we can't evaluate the purpose and value gained by the remaining $23M.
If this is true, and it yet needs to be validated, why will continue to see PADs and Directorates decentralize and locally optimize the facility capabilit5ies.
Case in point, WCI and NIF did not join the centralization of facility management. Comp followed suit, now GS is pulling out. This would leave the Facility Department supporting support Departments and not directly linked to funding PADs.
One would think that NIF, with its Landscape craze as a high priority represents the a continuing trend.
Maintenace money not spent on maintenance, and not account for by the Washington Group morons who do not report to G. Miller.
PADs split up back to Directorates, facility staff managed again by the funding sponsors who will, and should, set their priorities.
I see this simply as this: those who bring the gold know what the gold givers want, proof of success is measured in delivery of budget.

MUSD is Maintenance Utilities Services Department. They own the maintenance budget, provide maintenance services, planning, Utility management (water, electicity, gas, etc.) custodians, landscapers, and all of the crafts working for LLNS. (carpenters, sheetmetal, etc)

The NNSA labs have become little more than corporate money making machines.

If you thought the NNSA labs were about science, then you are badly mistaken.

Yeah, the guy who repeats "PBI's Baby!" is a former LANL blog denizen and yes, he is really annoying with his recurring rant. Unfortunately, bloggers like him are immune from embarrassment, and are strangers to self-criticism, so we have to live with them. Sigh... One wonders who are the people in his life he calls "baby"? Icky to think about.

PBIs are a critical part of the NNSA labs improvement process.

They have helped to take these badly broken research labs and make them into true "world-class" institutions.

Any other viewpoint on this subject matter is of no consequence. The PBI metrics prove that quality is headed ever upward at the NNSA labs.

Yes they are imperfect and we're still figuring out how to negotiate sensible one. Having customers is such a lousy thing. I don't know how the likes of IBM, Google, Apple and Intel stand it.

As if "metrics" (the standards one is rated against) define the quality of the person who is rated! "Any other viewpoint...is of no consequence"?? Yikes! This guy is scary! If you recognize who this guy might be, whether LLNL or LANL, please do your fellow workers a favor and report him before he goes postal! He He.

Actually, this guy has been around the LANL blog for years, and delights in freaking out the folks. He hopes someone will take him seriously and get exercised, but the best treatment for his illness is to just laugh at his sickness. He's a joke.
