A national disaster. DOE is doing irreparable damage to the weapons establishment. LANL does very eell on the things thst matter. Keeping the minders at DOE happy does not matter. Safe, functional nukes do.
LANL cannot survive another round of Pryzbyleks, DAgostinos and Bodmans. -

Agencies LOVE the GOCO concept. They dole out the money as the owner and the contractor jumps to the sound of the clinking coin. This also give the agency a whipping boy to point to when things go wrong. If they directly ran the lab(s) they'd have to directly take on the responsibility/guilt when things go wrong.
It's good to be the king, especially when there is a court jester to blame. -

The fact that LANS has all of it's nuclear facilities inoperable (PF-4, WETF, RANT, WCRRF, Area G, etc.) doesn't matter?

The facilities you mention don't need to be doing any real work. That's dangerous and can cause accidents that hurt the executive bonuses. People outside these facilities just need to think these LANL facilities are doing real work, that's all.
