Failure Mode Effects Analysis (FMEA) report?
Where is the Failure Mode Effects Analysis (FMEA) report regarding the proposed change in radiative waste packaging materials for the LANS drums? Where is the design reviewed and approved procedure to mitigate this "off-normal" drum leak scenario?

If barrels popped open in the cool cool underground of WIPP imagine what is going to happen soon to those that are sitting in the sun in Los Alamos or in Texas.
If all you do is take an environmental mess, put it in drums and drive them a few hundred miles and then they pop open somewhere else, well that is not exactly a clean up is it. It's just moving the mess from one location to another, in my book. It's still an environmental mess, just in a new location. You have to admit that the cleanup hasn't happened yet, but the bonuses have.
As far as I know, "cleanup" in the environmental sense is generally acknowledged to mean removing a contaminant from somewhere it is not supposed to be to somewhere else where it can cause no further damage or harm. You still haven't explained what "cleanup" entails in your mind.

Basically LANL has just moved that mess from one place to another without any cleanup!

Please explain what you mean by "cleanup"?? Do you have any idea what you are talking about?
