Looks like the risk - reward equation is being examined a bit more closely by UT regents.

I am not sure risk there is for U Texas beyond the initial money to put in a bid however U Texas has previously put in very strong bids and lost so they be thinking that there is some kind of agenda against them. I have no idea what that issue would be or if there is an issue but but it does seem odd.
