UT will need money

The University of Texas endowment fund is a gusher of oil money wealth from the Permian Basin region. UT is flush with cash and will have no problem securing funds to help with any lab management contract. And as far as our next director, if UT wins perhaps the infamous "Dallas" character, JR Ewing?

Well who knows what is going happen. There are now rumors that Bechtel has won not U Texas. Maybe they have not made the final decision.


Somehow the Bechtel thing makes sense. It is just too messed up and crazy not to be true.

It seems odd that NNSA has not said who the winner is yet. Could it be that they have not actually decided? Maybe it s some kind game where they say, well Texas could have won or Bechtel could won...hint hint, lets negotiate. Who the hell knows the United States is starting run more and more like a third world country so perhaps it is simple as who can bribe the NNSA. I know that it is shocking to contemplate but have you ever meet NNSA people? The swamp is pretty much running on own now, so don't be surprised if NK-Iran win the contract. They way things have turned out in the NNSA complex in the last 10 years means anything is possible but the outcome is usually bad for the United States.

What I find stunning is not that Bechtel has won but that so many people at LANL had insisted that Bechtel could not win. Some people even on this blog pointed out that since Bechtel went to the trouble to put in a bid that they knew they must have had a real chance.

The issue is what did Bechtel pitch to NNSA to get the win? There had been talk that the plan was to blame UC for everything along with saying the lab scientists did not respect the Bechtel managers. If this is the pitch that won that expect some real and final changes at LANL. Also Bechtel is going to go for broke in terms of rent-seeking now that they have a mandate. By the way this will effect you guys at LLNL as well, the dynamic with LANL could change and Bechtel could try and gain more control over over LLNL now that they control LANL and will for some time.

They key thing will be to make sure there are no safety and security violations, there is only one way to do that.

Now when do the RIFs start? Bechtel had been very clear about how they wanted to change people the last time, this was in the Physics Today article. This time the gloves have to come off and they must be beyond brutal, NNSA just said to them, "do what you gotta do".

These threads started because it was "obvious" UT had won. Now a few people are screeching that Bchtel has won.

Bechtel has won. Once they decided to bid it was already a done deal that they would win.

The story from Forestall is that NNSA did not like any of the presentations, only liked about a third of the written information from each of the three teams and NONE of the proposed lab directors. They are now trying to decide what to do, and an option to extend the current contract is on the table.

Having Bechtel in full control of the well funded LANL pension is a very scary thought. Will Bechtel - if they won - attempt to burden the TCP1 pension with even more of their highly paid managers? And what about non-secure benefits such as retiree health? I could imagine Bechtel immediately stripping current and future retirees of any benefits involving retiree health. Morale, of course, would hit new lows not even imagined until now. The best of the remaining research staff, in particular, will begin a mass exodus if the LANL contract is handed to Bechtel. They deeply detest this secretive, privately run, for-profit company.

If NNSA was unwise enough to pick Bechtel to run LANL then this lab is, indeed, royally screwed. Let us pray for a miracle.

Summary of rumors.

UC has won,

Northrup has won,

U Texas has won,

Bechtel was won,

We will know in early May

NNSA does not like any of the proposals so no has won and it may be delayed.

Tomorrow is the last Friday in May, so expect DOE/NNSA to announce the new boss late afternoon, like 4:00 PM EDT, so they can get out of town for the long weekend. That gives the whining unwashed masses of peasants at LANL all weekend to drown in sorrow over the injustice of it all. And, it gives the arrogant elitists at LLNS NIF all weekend to contemplate the axeman.
